New Delhi – The outstanding performance of Dalit women officers in India’s administrative system is once again in the spotlight. Tina Dabi, an IAS officer from Rajasthan, has made history by securing the Water Conservation Public Participation Award (JSJB) for her district Barmer in the field of environmental protection, while Deepna Netrapal, a Senior IA&AS officer from Bengaluru, has won the National CAG Award for innovation in GST audit and training reforms. Deepna is the first Dalit woman officer to receive this award. These achievements are not only personal victories but also send a strong message against caste and gender-based discrimination, where one officer is making the environment greener while the other is strengthening accounting and financial transparency.
The arid Barmer district of Rajasthan has won the first Water Conservation Public Participation Award for its outstanding performance in rainwater harvesting. The district will receive a prize of Rs 2 crore for this achievement. District Collector Tina Dabi said that President Draupadi Murmu will present this award at the 6th National Water Awards ceremony to be held at Vigyan Bhavan in New Delhi on November 18. Earlier, Tina Dabi has also been awarded for many of her commendable works.
IAS Tina Dabi had created history by securing the first rank in the UPSC Civil Services Examination in 2015. At the age of 22, she became the first Dalit woman to achieve this feat on her first attempt. Tina has extensively promoted the construction of traditional ‘tankas’ (underground water tanks) in Barmer. Under the Central Ministry of Jal Shakti’s ‘Catch the Rain’ initiative, states were divided into five zones and given the target of establishing at least 10,000 artificial recharge and water storage structures. Barmer has surpassed this target and secured the top position in the northern region, where local water sources have been revived through thousands of tanks. This initiative by Dabi is not only addressing the water crisis but also empowering rural communities, proving to be a milestone in quenching the thirst of the desert region.
On the other hand, Deepna Netrapal, Principal Director of the Regional Training Centre (RTC) and Regional Capacity Building and Knowledge Centre (RCB&KC) in Bengaluru, has been awarded the National CAG Award. This award was given to her for two major initiatives: innovation and excellence in public accounting and auditing in GST audits, and the transformation of the training setup in Bengaluru.
The Comptroller and Auditor General of India launched the ‘CAG’s Award for Innovation and Excellence in Public Audit and Accounting’ scheme in 2021 to recognize and reward the exceptional and innovative work done by officers and staff of the Indian Audit and Accounts Department in the areas of public audit, accounting, entitlements, and ancillary functions. The CAG Award Scheme 2021 recognized distinctive team excellence, which fosters a meritocratic environment, and more importantly, nurtures overall qualitative improvement from an organizational perspective.
With this objective, in addition to the existing scheme that rewards team efforts towards excellence and exceptional work, a new award category has been instituted in 2022 to reward the ‘Most Improved Office’. This award category seeks to recognize those offices working in the fields of accounting, auditing, and training that have demonstrated the maximum improvement in performance during the stipulated evaluation period.
