Dalit man beaten, urinated on over dispute in Madhya Pradesh’s Katni; four booked under SC/ST Act

A Dalit man in Madhya Pradesh’s Katni district has alleged that he was brutally assaulted, urinated on, and subjected to caste-based abuse by a group of upper-caste men, sparking anger and drawing comparisons with earlier cases of caste violence in the state. The attack reportedly took place on October 13 in Matwara village under Bahoriband police station limits, following a dispute related to the construction of a Gram Panchayat office. According to officials, the altercation began when Rajkumar Chaudhary, a resident of the village, objected to the use of illegally mined gravel near his farmland for the Panchayat building. His objection allegedly provoked Sarpanch Ramanuj Pandey and three others — Ram Bihari Pandey, Pawan Pandey, and Satish Pandey who then assaulted him. In his complaint, Chaudhary claimed that the accused beat him and urinated on him while hurling casteist insults. Katni Additional Superintendent of Police (ASP) Santosh Dehariya said that a case has been registered under the Bharatiya Nyaya Sanhita (BNS) and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. “Based on the victim’s statement, we have filed an FIR. Statements from villagers who witnessed the incident are being recorded since it happened in public view,” he said, adding that efforts were on to trace the accused. The ASP also confirmed that before Chaudhary’s complaint, the sarpanch had lodged a separate case against him on the same day, accusing him of using abusive language and issuing threats. “Chaudhary went to the district hospital for treatment and then filed his complaint. Both cases have been registered and investigations are ongoing,” Dehariya said. The incident has reminded many of the 2023 Sidhi district case, where a viral video showing a man urinating on a tribal youth sparked nationwide outrage and led to the demolition of the accused’s property. Rights groups have called for swift action in the Katni case, saying it reflects the persistence of caste-based violence despite strict laws intended to prevent such atrocities. ‘Will take my own life if they aren’t arrested’:Dalit youth in Katni allegedly urinated on by Sarpanch & son, fears stepping out of home

A Dalit youth in Katni, Madhya Pradesh, was brutally beaten, urinated on, and threatened by the village Sarpanch Ramanuj Pandey, his son Pawan Pandey, nephew Satish Pandey, and employee Ram Bihari Haldkar. He had protested against illegal mining on government land. The youth says all accused are absconding and has threatened suicide if no action is taken. Incident location and timeline The incident occurred on October 13 around 6 PM near a murram mine on Ghatiya Ramgadh hill in the Sleemanabad police station area, 40 km from Katni district headquarters. The youth spotted illegal excavation using a JCB and asked where the material was going. Ram Bihari Haldkar verbally abused him with a caste slur and threatened to kill him. Attack on youth and mother While returning home, the youth and his mother were blocked by a tractor. They were grabbed and dragged. The youth was beaten with iron rods, kicked, and Pawan Pandey urinated on his face. His mother’s braid was pulled, and she was slapped and thrown down. The accused threatened to kill the youth if he went to the police. Hospitalisation and police complaint The youth was admitted to a government hospital for three days due to serious injuries. On October 16, he approached the Katni SP office to lodge a complaint. Initially, police asked him to wander between stations, call the other party, and provide a caste certificate. Finally, a case was registered at Sleemanabad police station under the SC/ST Act, assault, and intimidation against four accused. Supporters of Sarpanch visit SP office On October 17, around 17–20 people from the village went to the SP office supporting the Sarpanch. They demanded an impartial investigation and claimed the allegations were baseless. They had travelled in a bus parked at the village entrance before leaving for Katni. Victim’s past complaints The youth had a history of activism against corruption. In 2021–22, he was a Panchayat mate, removed later, and opposed Sarpanch’s work. Since 2023, he filed complaints under RTI and the CM Helpline about Panchayat corruption, fund mismanagement, Anganwadi payments, and poor construction quality. Around 15 complaints were registered through the CM Helpline. He also petitioned the High Court for information on fund usage, and the court issued a notice to the Panchayati Rural Development Department. Despite these actions, illegal mining continued, and the youth faced attacks due to this opposition. Mother’s account The mother said she begged the accused to stop, but they did not listen. She watched helplessly as her son was beaten severely and threatened. She demanded strict action against the perpetrators. Sarpanch’s statement Sarpanch Ramanuj Pandey denied all allegations, calling them a conspiracy. He claimed the youth held a grudge since losing the 2022 Panchayat elections by three votes. He stated the murram extraction was authorised by the Tehsildar, and police were informed. Political response Azad Samaj Party (Kanshiram) national president MP Chandrashekhar Azad contacted the youth on October 17, promising justice. He warned that if the accused are not arrested within 24 hours, he would personally go to Katni and agitate. Statewide protests against the attack are also planned. Tensions in Indore transgender dera: How feud between 2 factions turned violent; mass suicide bid stuns city

INDORE: About 24 transgenders consumed floor cleaner in an apparent mass suicide bid at Nandlalpura dera during a protest on Wednesday night. They were rushed to MY Hospital, where doctors claimed they were out of danger. It was not clear what the motive behind the act was, but the protest erupted hours after a case of assault and criminal intimidation was registered against a man who claimed to be a journalist and allegedly forced himself on a trans person. Police couldn’t confirm why the transgenders protested till last reports. The transgenders later gathered outside MY Hospital, where a group of them again attempted suicide by pouring inflammable substances over themselves. Hundreds of transgenders protest at MYH, Nandlalpura Even a few journalists, including ToI’s photojournalist Praveen Barnale, were doused with kerosene during the chaotic events as the transgenders poured the inflammable liquid on themselves in a mass self-immolation attempt. “We received inputs about a commotion at the transgenders’ dera (gathering) in Nandlalpura, following which a team was rushed to the spot. Twenty-four members of the transgender community consumed a suspicious substance, which appeared to be a floor cleaner. They were rushed to the hospital in ambulances and police vehicles, where their condition was stated to be stable. We are yet to record statements of the victims, after which the reason behind this will be clear,” DCP Anand Kaldagi told ToI. Preliminary reports suggest that the protests stemmed from a complex sequence of events that started with a clash between two transgender communities. This led to allegations of religious conversions as well an accusation against the self-proclaimed journalist that sought sexual favours from a trans person. DCP Kaldagi, however, said the protest had nothing to do with that incident. However, the exact cause could not be ascertained as the transgenders turned their ire on media persons. CCTV footage purportedly showing the transgenders sitting in a room and consuming the floor cleaner together also emerged, and later went viral on social media. The police released a press note saying the reasons behind the protest or the suicide attempts haven’t been determined yet. “All affected persons were admitted to MY Hospital, where they are receiving treatment under the close supervision of both police and health officials. All senior officials, including Additional DCP Dishesh Agarwal and ACP (Sanyogitaganj), were present at the site, and the Chief Medical and Health Officer was instructed to ensure proper medical care for everyone,” the release stated. It added that the district and police administrations were put on high alert following the incident. Collector Shivam Verma was closely monitoring the situation and taking constant updates. SDM Pradeep Soni, Tehsildar, CMHO Dr Hasani, and senior doctors at MY Hospital were overseeing and monitoring the treatment of all patients. Meanwhile, the protest by transgenders continued till late night, and hundreds of them gathered at Nandlalpura and at MY Hospital, staging a demonstration and raising slogans. They also attacked media persons who tried to approach them. Videos of messages from the transgender community across the country, including UP, suggested that they were planning to reach Indore to support the agitation. The dispute stemmed from a long-running clash over property and leadership between two factions of the transgender community. The factions led by Payal Guru and Seema Guru clashed multiple times in recent months over the control of leadership. To address the ongoing tension, Police Commissioner Santosh Singh, earlier, constituted a Special Investigation Team (SIT). Initially, the team was headed by DCP Rishikesh Meena, but following his transfer, the investigation stalled. Recently, members of both factions accused each other of misconduct, and the group even staged a protest outside the Annapurna police station. Supreme Court slams CBI for not arresting absconding cops in Dalit death case

Justices warn of action if witness is harmed; say CBI cannot plead helplessness in arresting Madhya Pradesh officers accused in custodial torture The Supreme Court on Tuesday pulled up the CBI for failing to arrest two Madhya Pradesh police officers for their alleged role in the custodial death of a 26-year-old Dalit man in July 2024 at the state’s Myana police station. “This can’t go on like this. Despite a Supreme Court order, you are unable to act. Then what is the use? You are pleading helplessness. He is absconding, proclamation is there, we can’t trace. Please don’t plead helplessness,” a bench of Justices B.V. Nagarathna and R. Mahadevan told the counsel appearing for the CBI. “We will not spare you if anything untoward happens to the sole witness and there is a second custodial event,” the bench added. The court was referring to the apprehensions of the family of the deceased Deva Pardhi that even his uncle, Gangaram Pardhi, who was an eyewitness to the “custodial death”, had reason to be wary of Madhya Pradesh police officers. The Supreme Court on Tuesday pulled up the CBI for failing to arrest two Madhya Pradesh police officers for their alleged role in the custodial death of a 26-year-old Dalit man in July 2024 at the state’s Myana police station. The CBI counsel said three police personnel had been arrested, but two others were absconding. He said the proclamation order against the two policemen had been issued, but the agency was unable to track them. When the bench asked how come one of the absconding officers had filed an anticipatory bail plea in the state high court, the counsel clarified that it was the brother of the accused who had filed the plea. “You are saying he is absconding, so we cannot do anything. What are you doing?” the bench asked, to which the CBI lawyer said the agency had conducted several raids at various places and was also undertaking digital surveillance to track the absconding cops. The court was dealing with the appeal filed by the family of Pardhi challenging the high court’s refusal to order a CBI probe into the alleged custodial death. According to the family, on July 14, 2024, Pardhi was in the midst of preparations for his marriage when the police swooped on their house and arrested him and Gangaram in connection with theft cases. Pardhi died allegedly due to custodial torture. The counsel for the family on Tuesday told the bench that repeated pressure is being put on Gangaram. According to the counsel, he was brutally beaten up in prison by jail officials in connivance with other Madhya Pradesh police personnel, compelling him to retract his statement against the accused officers. “It is very unfortunate,” the bench observed, noting that even after the Supreme Court had on May 15 passed directions for the arrest of the police personnel, two of them continued to be at large. “We will frame charges against the chief secretary…,” the bench warned. According to the CBI, policemen Sanjiv Singh Malviya and Uttam Singh Kushwaha have been absconding since April and the agency has secured non-bailable warrants against them. They have been declared proclaimed offenders and an application has been filed for the attachment of their properties. “You know where they are. You are protecting,” the bench said, to which the counsel explained that the duo had been absconding before the matter came to the CBI.
