Dalit woman sarpanch alleges harassment, seeks arrest of accused

Rohtak: A woman sarpanch of Mokhra Khas village on Monday gave a representation to the Rohtak superintendent of police (SP), seeking the immediate arrest of two accused named in a case under the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act. She also sought permission to hold a peaceful dharna if no action is taken. In her representation dated July 13, sarpanch Manjubala stated that she belongs to the SC community, and became a permanent resident of Mokhra Khas after her marriage. She stated that she was elected as the village sarpanch in the 2022 panchayat elections from a general seat reserved for women, defeating her nearest rival by 32 votes. She added that all other candidates in the election belonged to the general category. The representation alleges that two villagers, identified as Rajnesh alias Dola and Manoj alias Bandu, have been hostile towards her and her family. Referring to an FIR registered in May 2026 under the SC/ST Act at Bahuakbarpur police station, Manjubala alleged that despite registration of the case, the accused have not been arrested so far. She claimed that the delay in arrest has created fear for the safety of her family. In the representation, she stated that if timely action is not taken, the accused may pose a threat to their lives, forcing them to leave the village. She also said she already met senior police officials twice regarding the matter, but no effective action has been taken. Speaking to TOI, Manjubala said she enjoys support from people of all communities in the village, but alleged that the two accused made caste-based and defamatory remarks against her. Meham DSP Tanuj Sharma confirmed that the representation has been received. Parliament passes Transgender Persons Amendment Bill, 2026 with Rajya Sabha approving it today

Parliament has passed the Transgender Persons (Protection of Rights) Amendment Bill, 2026, with the Rajya Sabha approving it today. The bill was passed by the Lok Sabha yesterday by a voice vote amid an Opposition-led walkout. The bill seeks to redefine the category of transgender, removes the provision of self-perceived gender identity and excludes several socio-cultural identities as well as transmasculine individuals from its ambit. It also further defines transgender persons within a biological framework, based on intersex variations and differences in sexual development. Replying to the discussion on the Bill in the Rajya Sabha, Social Justice and Empowerment Minister Dr Virendra Kumar said the government is compassionate towards the well-being of the transgender community. He said the Bill has provisions to empower the transgenders and give them dignity. The Minister said that the NDA government has taken several initiatives to bring transgender people to the mainstream and stop discrimination against them. Starting the discussion in the Upper House, Congress MP Renuka Chowdhury said this bill dilutes the privacy of an individual provided under the Constitution. Opposing the Bill, Ms Chowdhury said self-identification cannot be taken away through bureaucratic certification. Criticizing the government, she said that the proposed bill undermines the fundamental rights and dignity of transgender persons. Calling such a move wrong and illegal, she argued that forcing transgender persons to provide their identity through official certificates is against the spirit of equality and dignity guaranteed by the constitution.  She also questioned the government’s approach for not properly consulting with the transgender community before bringing the Bill. She also referred to the Supreme Court’s landmark NALSA judgement of 2014, which recognized the right of transgender persons to self-identify their gender. Ms Chowdhury said the proposed Bill violates the principles laid down in that judgement and fails to respect an already established legal framework. DMK MP Tiruchi Shiva also opposed the Bill, saying that even if the Bill is passed in Parliament with a majority, it will be struck down by the Supreme Court. He further added that the Bill violates Articles 14, 15, 19 and 21 of the Constitution and it deprives the community of the right to freedom, dignity and self-determination. Supporting the Bill, BJP MP Medha Vishram Kulkarni said, ” This Bill ensures justice, dignity, protection from criminalisation and legal safeguards for transgender persons. She also thanked Prime Minister Narendra Modi for bringing this bill with certain amendments in order to ensure that the benefits reach the deserving people in a proper manner. She said there is a need for a law that brings justice to real transgender individuals and punishes fake ones. Mrs Kulkarni said the benefits should be extended to those who are transgender by birth. She said that the amendment to extend punishment will bring down the rate of crime and forced identities. TMC’s Saket Gokhale said that 31% of Transgender people in India have attempted suicide because of the discrimination that they are facing. He alleged that now the government is going to start discriminating against them as though social discrimination were not enough.  He called it unacceptable. Mr Gokhale expressed concern that gender is going to be decided by the Chief Medical Officer and a District Magistrate, and the bill does not prescribe any qualifications for the Chief Medical Officer. Sanjay Singh of AAP said the Bill is a big let-down for the transgender community. He accused the government of not doing anything for the community. RJD’s Manoj Kr Jha said that prejudices against transgender people should stop, and they should be able to live with dignity. He added that self-determination of gender should not be taken away.  CPI(M)’s John Brittas said it is a black-letter day and the Bill is taking India a century back. He pleaded with the government to either withdraw the Bill or refer it to a Select Committee. Jaya Bachchan of the Samajwadi Party also questioned the government over the legislation. She sought to know what the urgency was in bringing the Bill, without examining it with the depth and care that it deserved. Maharashtra TET paper leak: Rahul Gandhi’s 3 demands to CM Fadnavis

NEW DELHI: Leader of Opposition Rahul Gandhi on Tuesday intensified his attack on the Centre over recurring examination paper leaks, citing the cancellation of the Maharashtra Teacher Eligibility Test (TET) and accusing the system of failing lakhs of candidates. In a post on X, Rahul made three demands to the Maharashtra government, urging an immediate announcement of a fresh examination date, strict action against those responsible for the leak, and relief measures for affected aspirants. “Maharashtra TET paper leaked, exam cancelled. 6 lakh candidates left in limbo. Two weeks have passed, no trace of a new date. The leakers roam free, the system remains spotless, and the one paying the price is the one who toiled with honesty,” Rahul wrote. He said the affected candidates were future teachers who had spent years preparing for the examination, paid application fees, and travelled to distant examination centres, only to be left waiting “without a date, without answers.” “These are the country’s working and future teachers, the ones who hold India’s future in their hands – these are the very people who prepared year after year, filled out forms, paid fees, traveled to far-flung centers. And now they’re just waiting, without a date, without answers,” he wrote. Further addressing Maharashtra chief minister Devendra Fadnavis, Rahul Gandhi issued a three-point demand, making an immediate announcement of a fresh Maharashtra TET schedule the centrepiece of his appeal. He urged the state government to announce the new examination date without further delay, take strict action against those responsible for the paper leak instead of penalising candidates, and grant age limit relaxations to aspirants whose eligibility may have been affected by the postponement. He wrote, “Chief Minister ji, three things, today itself: Timeline: Announce the new TET date right now; Accountability: Action against those responsible for the leak, not against the candidates; Protecting the future: Those whose year was ruined by this leak should get age limit relaxations.” Rahul said the government must act swiftly to restore confidence among lakhs of candidates left in uncertainty following the cancellation of the examination, arguing that the burden of administrative failures should not fall on those who had prepared honestly for years. He further said, “The mistake is the institution’s, the punishment the candidate’s, this is not justice.” He also announced that he would hold a public interaction on July 17 in Dehradun, where he would address the broader issue of paper leaks. “On July 17 in Dehradun, I will discuss the growing crisis of paper leaks with you in detail. The time has come for an education revolution, to build a system where the youth reap the rewards of their hard work, not the failures of the system.” Paper leaks have emerged as a recurring political issue in recent years, with opposition parties repeatedly accusing governments of failing to ensure the integrity of competitive examinations and recruitment tests, while demanding stronger safeguards and accountability. Urge to End Fast Earlier, TMC MP Mahua Moitra and NCP leader Rohit Pawar expressed concern and urged him to end the fast. Meanwhile, Samajwadi Party MP Priya Saroj and Bharatiya Kisan Union Chaduni leaders reached Jantar Mantar, stating that Wangchuk’s condition was deteriorating due to his fast and that he was rapidly losing weight. They called for a march to Parliament on July 20, at the start of the monsoon session. Kejriwal to arrive at Jantar Mantar tomorrow In a press conference on Tuesday, Kejriwal expressed his support for the ongoing protest by the Cockroach Janata Party at Jantar Mantar demanding the resignation of Union Education Minister Dharmendra Pradhan. Kejriwal stated that he would visit Jantar Mantar on Thursday (July 16) at 5 p.m. to express his support. Rahul and Nadda also invited Leaders from both the ruling and opposition parties invited Several senior leaders, including Thalapathy Vijay, were also invited Kejriwal said Wangchuk is a national treasure Akhilesh Yadav also appealed to break the fast Hope for change, courage not waning even at night The streets of Delhi are currently buzzing with traffic, but inside Jantar Mantar, a different world exists. The clock is striking 10 p.m. Black tarpaulins are stretched overhead, sheets are spread below, and young people sitting among them are keeping the protest alive in their own ways. The crowd isn’t very large, but those present don’t seem in a hurry to leave. A guitar riff begins in a corner. A few boys and girls begin singing revolutionary songs in unison. As soon as the song ends, applause erupts, and then a new song begins. A circle has formed a short distance away. A young man sitting in the center expresses his views on the education system with hand gestures. Those around him listen without interruption. The protesters here are between 20 and 30 years old. The main stage of the protest is quiet. Large banners hang behind the stage, with messages related to ‘hunger strike’ and education visible from a distance. Educator and climate activist Sonam Wangchuk lies on the same stage. The fast continues. People come around the stage, stand for a while, watch, and then quietly leave. Posters are plastered all over the protest site. Some demand changes to the education system, while others demand the resignation of the Education Minister. Students have handwritten messages on many posters: “Government, let us live,” “Change the education system,” “We want transparency in exams.” Slogans are also raised, but not continuously. Occasionally, a group raises its voice, and then the atmosphere returns to songs and discussions. The protest here isn’t just in its voices, but also in its stillness. Interestingly, most of the people present appear to be between 20 and 30 years old. Some are sending live updates on social media. Some join in the discussion. Many faces are tired, but their spirits remain undiminished. Small groups have formed at the protest site. Each group has its own topic. Some are debating education policy, others are discussing unemployment, and others are discussing the Constitution. The protest isn’t limited to slogans; it’s also evident in the conversations. The night is drawing in, but Jantar Mantar hasn’t slept yet. “People have come to register their presence.” The banners flashing in the light, the youth sitting on the ground, the resounding songs, and the occasional slogans testify that while the numbers may not be large, the people present here have come to make their presence felt. Perhaps the most striking image of this night at Jantar Mantar is that the protest here is not just in voice, but also in steadfastness. There is no haste, no hurry. The only hope is that their voices will be heard, the education system will change, and the questions they are sitting here with will be answered. Contributed by: Mohd. New information has emerged in the Tehri Dalit teen murder case. A case has been filed based on the girl’s mother’s complaint. Tehri: A new twist has emerged in the recent murder of a Dalit teen in Tehri district, Uttarakhand. According to the police, after the minor girl’s medical examination, a case has been registered at Lambgaon police station based on the girl’s mother’s complaint. A case has been filed under various sections, including the POCSO Act. The investigation will be conducted by female SI Hemlata. In fact, around 11 pm on the night of June 7-8, a minor teen from a village in the Lambgaon police station area went with his friend to a nearby village to meet his friend (a love affair case). The girl’s family members apprehended the two boys. It is alleged that the girl’s family members assaulted the two boys, leaving them seriously injured. Both were subsequently admitted to the hospital, where the minor girl’s friend (boyfriend) died. Based on a complaint filed by the deceased boy’s family, the police arrested four people, including the girl’s father and grandfather. Speaking to IANS, Rajendra Pal Gautam said that the party workers will assemble at Delhi’s Jantar Mantar on July 27 to raise their voice against the Dalit student’s murder and also demand justice for her. He also said that the Congress delegation led by him, which included many senior leaders and MPs like Imran Masood, was stopped by the police at the Kashi toll plaza and refused permission to meet the family of the missing Meerut victim. “Police kept us waiting for hours, giving assurances that they would allow us to meet the victim’s family but then denied permission for the same, citing law and order conditions,” he remarked. He also demanded Rs 1 crore as financial compensation to the affected family, along with a government job for one member of the victim’s family and also sought a speedy investigation to bring the perpetrators to book. The UP Congress in-charge also lashed out at the SSP’s conduct and demanded his suspension over alleged excesses on demonstrators. “Action should be taken against the SSP, who openly took the law into his own hands. Why has no case been registered against him? Why has he not been suspended?” he asked. Dehradun: In a fresh turn of events in the Tehri Garhwal suspected “honour killing” case, Uttarakhand police have registered a case of gang-rape against the deceased 16-year-old Dalit youth and his friend.
