Protest over Dalit student murder: NHRC seeks report from UP DGP, home secy as Meerut turns into fortress

Meerut: Two days after alleged police high-handedness on protesting members of the Dalit community over a case involving the killing of a college student — Lalita Gautam, the National Human Rights Commission (NHRC) on Friday sought a detailed action-taken report from the UP DGP and the home secretary within 15 days. Police action also kicked up a political storm, evoking response from Opposition parties, prompting cops to turn Meerut into a fortress as a “precautionary step” and “sealing off” the student’s village. In the letter, accessed by TOI, NHRC bench has asked the UP top brass to furnish a report in reply to allegations by complainant Sunil Ahirwar of Jan Kalyan Samiti that, “police (Meerut) unleashed an unprovoked, brutal baton-charge inflicting severe injuries on many protesters.” The letter added that, “there is also video evidence that clearly depicts senior police officers committing custodial torture by mercilessly beating defenceless individuals while they were already in custody.” Ahirwar of Bhopal filed the complaint under section 12 of the Protection of Human Rights Act, 1993. On Thursday, police registered a case against 63 protesters under stringent BNS sections of “attempt to murder” and “assault on women with an intention to outrage modesty” for the alleged assault on female police personnel. Seven of them were later arrested. The thrashing of a Noida-based lawyer — Ravi Gautam — inside a police van on Wednesday also did not go down well within the advocate fraternity. Angry lawyers from the Meerut Bar Association submitted a memorandum at the Collectorate. Meanwhile, SSP Avinash Pandey issued a fresh statement: “Our Constitution starts with — We the People of India. It does not start with caste, creed or any community. Whatever action was taken, it was against criminals and we have justification of all the actions along with the proof.” Reacting to an alleged audio threat, SSP Pandey appealed to all his “supporters and opposers to plant trees in the forthcoming ‘Vriksharopan Mahotsav’ (plantation drive)… They must use their anger and energy on the betterment of the environment and society.” From early Friday, heavy police force was deployed at the city’s Commissionary Park, the protest venue. It was personally supervised by SSP Pandey. The district’s borders were sealed and the political leaders, including MP from Nagina Lok Sabha constituency, Chandrashekhar Azad, were stopped at the outskirts along with hundreds of his supporters. Addressing the public, Azad said, “If the Constitution has given the citizens the right to protest, then which are the sections under which the peaceful agitators were attacked, I want to know. I have come to Meerut to get the answer and also to meet the victim’s family.” Poonam Pandit, a Congress functionary, was allegedly detained at her house in Bulandshahr in the early hours of Friday. She was scheduled to meet the student’s family. She asked: “Is it a crime to meet the aggrieved family, to share their grief? The best answer to why I have been put under house arrest lies with the state govt.” Notably, people from the community, including various outfits, had joined Lalita’s parents in regular protests against the “shoddy probe” by local police after the body of the 20-year-old BA final-year student from Meerut was found in a sugarcane field. The Dalit student went missing on May 15, 2026, after leaving her home for an exam. Police arrested her alleged boyfriend, Ankush Kumar, claiming he killed her following an argument. However, her family questioned the police investigation, demanding a fair and comprehensive probe into the case. The word ‘Dalit’ has been banned from Rajasthan Police records. What is the reason?

The Rajasthan Police has issued a circular stating that the word ‘Dalit’ will no longer be used in all official documents, certificates, and FIRs. The use of the word ‘Dalit’ has now been banned in Rajasthan Police records. The Rajasthan Police Headquarters has issued a circular stating that the word ‘Dalit’ will no longer be used in official documents, certificates, and FIRs. From now on, the term ‘Scheduled Caste’ will be used instead of ‘Dalit’ in all government documents. The Rajasthan Police has issued this rule in accordance with the directives of the Supreme Court and the Central Government. This change is said to have a positive impact on society. Now, the question arises: which Supreme Court directive has the Police Headquarters cited in making this change? Citing Supreme Court Directives Rajasthan Police Headquarters stated in a circular that this decision was based on the Supreme Court’s 2015 directives. On March 15, 2015, the Supreme Court directed that the use of the word “Dalit” be avoided in all official documents. Instead, the constitutional term “Scheduled Caste” be used. Rajasthan Police Headquarters clearly stated in its letter that the word “Dalit” will not be used not only in Hindi and English, but also in documents in regional languages. Strict Instructions to Police Stations and Officers This order was issued on July 2, 2026, and subsequently sent to all Superintendents of Police and Deputy Commissioners of Police in Rajasthan, ensuring that all officers enforce this rule in all police stations in their respective areas. Instructions have been given to implement this rule with immediate effect in police stations in other districts, including Jaipur. What will be the impact on the general public? This decision will bring legal sanctity and sensitivity to police operations. Furthermore, more constitutional language will be used in communications and written work conducted at police stations, thereby respecting the constitutional rights and dignity of ordinary citizens. Mirwaiz says NC’s statehood protest in Delhi should also include demand for restoration of Articles 370, 35A

Hurriyat chairman says the proposed Jantar Mantar protest should go beyond the demand for statehood and include political prisoners’ rights and peaceful resolution of the Kashmir conflict. SRINAGAR: Hurriyat Conference chairman and cleric Mirwaiz Umar Farooq, who is among 52 political leaders invited by J&K’s ruling party National Conference (NC) for statehood protest at Jantar Mantar in New Delhi, has asserted that that protest should go beyond statehood and include restoration of Articles 370 and 35A, rights of political prisoners, and peaceful conflict resolution. In his Friday sermon at historic Jamia Masjid in Srinagar, Mirwaiz confirmed that he has received an invitation from NC president Farooq Sahib for attending the statehood protest at Jantar Mantar, New Delhi. The NC is planning a protest on the first day of parliament’s monsoon session at Jantar Mantar New Delhi to press for restoration of statehood to J&K. The party  has invited 52 leaders of the country including Mirwaiz for the protest. The NC has applied for the permission for the protest and is yet to get go ahead. Referring to abrogation of Articles 370 and 35A and downgrading and bifurcation of erstwhile J&K state by centre, Mirwaiz said after the 2019 unilateral changes brought by the Government of India, the State of Jammu and Kashmir was downgraded to a Union Territory and its constitutional safeguards snatched from the people, leaving them vulnerable and disempowered. The Hurriyat chairman said any effort by any political alliance, organisation or individuals working for the restoration of the usurped rights of the people of Jammu and Kashmir , if based on sincerity , is the need of the hour. The restoration of Article 370, which granted special status to J&K, was one of the main planks in NC’s campaign for the 2024 Assembly elections. “In fact, it should include the rights of our political prisoners and youth languishing in jails for years without trial or continued incarceration despite getting bail, and for people’s longing for lasting peace and life with dignity by conflict resolution,” added Mirwaiz. Other than Mirwaiz, NC has also invited Congress President Mallikarjun Kharge, Sonia Gandhi, Rahul Gandhi, Tamil Nadu CM C Joseph Vijay, TMC chief Mamata Banerjee, SP chief Akhilesh Yadav, NCP (SP) chief Sharad Pawar, Shiv Sena (UT) chief Uddhav Thackeray, former Odisha CM Naveen Patnaik, Asaduddin Owaisi, Y S Jagam Mohan Reddy, Sukhbir Singh Badal, Arvind Kejriwal, M A Baby CPI(M) General Secretary, D Raja of CPI, Kapil Sibal, BSP chief Mayawati, BRS President K. Congress may name new KPCC president within a week

The exercise comes at a crucial juncture for the party. There is growing discontent among workers and leaders over the absence of a full-time KPCC president. THIRUVANANTHAPURAM: The Congress is set to kick-start the long-awaited organisational reshuffle in Kerala with the appointment of a new KPCC president. According to party sources, the high command could name a new state chief within a week. The process is likely to commence after July 10, once Leader of the Opposition in the Lok Sabha, Rahul Gandhi, returns to Delhi. Sunny Joseph, the incumbent KPCC president, had informed the high command his readiness to step down from the post after being inducted into the cabinet. However, he has been asked to continue until a replacement is appointed. The exercise comes at a crucial juncture for the party. There is growing discontent among workers and leaders over the absence of a full-time KPCC president. Though it’s been more than a month since the government assumed office in May, the committee meant to facilitate coordination between the government and the party has not yet been constituted. Leaders allege that the organisational inertia has affected the party’s ability to intervene on key policy matters. “The government has made U-turns on several appointments and courted controversy over some other decisions involving the party’s policy positions,” a Congress leader said. “Had there been a full-time working KPCC president and effective coordination between the party and government, contentious decisions such as the implementation of PM SHRI scheme, reduction of tax on low-alcohol beverages and private participation in mineral sand mining could have been avoided,” he said. Meanwhile, lobbying for the post of KPCC chief has also intensified, with former UDF convenor Benny Behanan and Lok Sabha Chief Whip Kodikunnil Suresh being seen as frontrunners. The reported rift between Chief Minister V D Satheesan and veteran leader V M Sudheeran has come as a setback for Suresh at a crucial juncture. The two were understood to have backed Suresh as the first Dalit KPCC president, in line with the party’s emphasis on social justice. Behanan, however, enjoys the support of different sections of the party. UDF convenor Adoor Prakash, V S Sivakumar, Anto Antony and Mathew Kuzhalnadan are also in the race. Party observers have submitted their assessment reports on prospective candidates to the high command. “The high command will initiate the appointment process once Rahul returns,” a leader said. Although a section in the party has demanded that the ‘one-person, one-post’ principle be applied while appointing the new president, the final decision will rest with the high command. Next steps The appointment of KPCC president is expected to set the ball rolling on a wider organisational overhaul, including the appointment of two working presidents and new general secretaries, followed by selection of new district chiefs. Parliament passes Transgender Persons Amendment Bill, 2026 with Rajya Sabha approving it today

Parliament has passed the Transgender Persons (Protection of Rights) Amendment Bill, 2026, with the Rajya Sabha approving it today. The bill was passed by the Lok Sabha yesterday by a voice vote amid an Opposition-led walkout. The bill seeks to redefine the category of transgender, removes the provision of self-perceived gender identity and excludes several socio-cultural identities as well as transmasculine individuals from its ambit. It also further defines transgender persons within a biological framework, based on intersex variations and differences in sexual development. Replying to the discussion on the Bill in the Rajya Sabha, Social Justice and Empowerment Minister Dr Virendra Kumar said the government is compassionate towards the well-being of the transgender community. He said the Bill has provisions to empower the transgenders and give them dignity. The Minister said that the NDA government has taken several initiatives to bring transgender people to the mainstream and stop discrimination against them. Starting the discussion in the Upper House, Congress MP Renuka Chowdhury said this bill dilutes the privacy of an individual provided under the Constitution. Opposing the Bill, Ms Chowdhury said self-identification cannot be taken away through bureaucratic certification. Criticizing the government, she said that the proposed bill undermines the fundamental rights and dignity of transgender persons. Calling such a move wrong and illegal, she argued that forcing transgender persons to provide their identity through official certificates is against the spirit of equality and dignity guaranteed by the constitution.  She also questioned the government’s approach for not properly consulting with the transgender community before bringing the Bill. She also referred to the Supreme Court’s landmark NALSA judgement of 2014, which recognized the right of transgender persons to self-identify their gender. Ms Chowdhury said the proposed Bill violates the principles laid down in that judgement and fails to respect an already established legal framework. DMK MP Tiruchi Shiva also opposed the Bill, saying that even if the Bill is passed in Parliament with a majority, it will be struck down by the Supreme Court. He further added that the Bill violates Articles 14, 15, 19 and 21 of the Constitution and it deprives the community of the right to freedom, dignity and self-determination. Supporting the Bill, BJP MP Medha Vishram Kulkarni said, ” This Bill ensures justice, dignity, protection from criminalisation and legal safeguards for transgender persons. She also thanked Prime Minister Narendra Modi for bringing this bill with certain amendments in order to ensure that the benefits reach the deserving people in a proper manner. She said there is a need for a law that brings justice to real transgender individuals and punishes fake ones. Mrs Kulkarni said the benefits should be extended to those who are transgender by birth. She said that the amendment to extend punishment will bring down the rate of crime and forced identities. TMC’s Saket Gokhale said that 31% of Transgender people in India have attempted suicide because of the discrimination that they are facing. He alleged that now the government is going to start discriminating against them as though social discrimination were not enough.  He called it unacceptable. Mr Gokhale expressed concern that gender is going to be decided by the Chief Medical Officer and a District Magistrate, and the bill does not prescribe any qualifications for the Chief Medical Officer. Sanjay Singh of AAP said the Bill is a big let-down for the transgender community. He accused the government of not doing anything for the community. RJD’s Manoj Kr Jha said that prejudices against transgender people should stop, and they should be able to live with dignity. He added that self-determination of gender should not be taken away.  CPI(M)’s John Brittas said it is a black-letter day and the Bill is taking India a century back. He pleaded with the government to either withdraw the Bill or refer it to a Select Committee. Jaya Bachchan of the Samajwadi Party also questioned the government over the legislation. She sought to know what the urgency was in bringing the Bill, without examining it with the depth and care that it deserved.
