Parties vie to consolidate Dalit voters on Kanshi Ram birth anniv

Lucknow: BSP founder Kanshi Ram will return to the political arc-lights on his 92nd birth anniversary on March 15, as political parties vie to consolidate the Dalit electorate in Uttar Pradesh ahead of the assembly elections due early next year. BSP chief Mayawati has given a ‘Lucknow Chalo’ call to party functionaries in what is seen as a bid to put up a massive show of strength in the state capital and consolidate Dalit voters, which accounts for 21% of the total electorate in UP. Party sources said that Mayawati is expected to lay out a broader party strategy for the 2027 assembly elections. A similar event is proposed to be organised in Noida to amplify the impact of the party’s exercise. Experts said that a large gathering would signal that the poll machinery of BSP, which faced organisational erosion in recent years, was still active. Sources said that BSP sought to remind Dalits that Kanshi Ram’s legacy belongs to the party he founded. Likewise, the BJP has decided to pay tribute to Kanshi Ram across the state. Sources said that the party has asked its SC morcha to collaborate with social organisations to ratchet up the fervour around Kanshi Ram’s legacy. A prominent event is proposed to be organised in Ghaziabad under the aegis of a social organisation named after Ramabai Ambedkar, the wife of Dalit icon BR Ambedkar. The BJP has strategically chosen the location in the west UP region, which has a sizeable number of Jatav voters, the key electoral bloc of BSP. “We seek to rise above party lines to pay tribute to a leader who was a voice of the Dalit,” asserted UP BJP SC morcha president Ram Chandra Kannojia. The programme is expected to be attended by a host of senior leaders, including BJP national SC Morcha President Lal Singh Arya and some BJP district chiefs from the region. Experts said that the approach was consistent with the BJP’s broader strategy of symbolic recognition of Dalit leaders such as BR Ambedkar, while simultaneously building grassroots networks among non-Jatav and a section of Jatav voters. Similarly, the Samajwadi Party plans to observe the day as ‘PDA Diwas’. The celebration is seen as a strategic move to consolidate support from Dalits, backwards, and minorities ahead of the 2027 UP assembly elections. Sources said that Babasaheb Ambedkar Vahini, the SC wing of the Samajwadi Party, has been tasked to manage the events. The SP chief, Akhilesh Yadav, sources said, has directed all party functionaries, including MPs, MLAs, and district presidents, to participate and ensure the presence of the general public from the PDA sections. By involving the party’s SC wing, the SP, sources said, aimed to directly engage Dalit voters rather than rely solely on its conventional OBC-Muslim arithmetic. The move attains significance amid SP’s aggressive attempts to heighten its tried and trusted PDA narrative, which is said to have dented the BJP, pulling its tally from 62 to 33 in the 2024 Lok Sabha elections. SP’s ally Congress, too, plans to observe the day as ‘Samajik Parivartan Diwas’, marking a significant strategic shift in its strategy to reclaim the Dalit votes. Analysts said that the Congress aims to capitalise on the weakening of the BSP to regain the support it historically held before the 1980s. In UP, Rahul says RSS has no place for dalits, backwards in its ranks

Meanwhile, the event, which was attended by over 4,000 Congress functionaries, came to an end with a proposal seeking Bharat Ratna for Kanshi Ram posthumously. LUCKNOW: Launching a scathing attack on the Rashtriya Swayamsevak Sangh (RSS) and the ruling BJP, Congress’s Reabareli MP and Leader of Opposition in Lok Sabha Rahul Gandhi claimed that there was no place for Dalits and the backwards in both the right-wing organisation. He was addressing Congress functionaries while deliberating over the issues of social justice and the constitution here on Friday. The Congress leader was participating in a Samvidhan Sammelan organised by the party in Lucknow, where he paid tribute to BSP founder president Kanshi Ram two days ahead of his birth anniversary. Claiming that if Jawaharlal Nehru were alive today, Kanshi Ram would have been the CM, Gandhi said the late leader’s struggle and vision were relevant in the contemporary political scenario. Meanwhile, the event, which was attended by over 4,000 Congress functionaries, came to an end with a proposal seeking Bharat Ratna for Kanshi Ram posthumously. Criticising the RSS, Gandhi alleged that the senior ranks lack representation from OBCs, Dalits and Adivasis. “A review of the organisation’s top structure and senior functionaries would show the absence of these communities,” he said, adding that it reflected a wider imbalance of representation in the country’s power structure. Referring to Kanshi Ram, Gandhi said his politics were rooted in the idea that growth should be relegated to a small section of society; rather, it should benefit even the poorest and most marginalised ones as well. He claimed that India’s major institutions still did not reflect the country’s social composition. He said that large sections of the population, especially Dalits, Adivasis, backward classes, extremely backward groups and minorities, were under-represented in the judiciary, bureaucracy, cabinet, education system and corporate sector. Describing the Constitution as more than a legal text drafted after Independence, Gandhi said it embodied the voices and values of reformers and thinkers such as Ambedkar, Mahatma Gandhi, Narayana Guru, Basavanna and Gautam Buddha. Dalit families flee Haryana village after youth killed in Holi clash

Several Dalit families fled Baniyani village in Haryana’s Rohtak after a Holi clash between Rajput and SC communities left a youth dead and heightened tensions. Rohtak: Several Dalit families have locked their homes and fled Baniyani village in Haryana’s Rohtak district, after a violent Holi clash between a Scheduled Caste community and the Rajput community led to the death of a youth. The incident, which took place on March 4, was reportedly triggered by a minor parking dispute. The situation turned violent after the altercation escalated into a physical fight, with CCTV footage showing members from both communities engaged in the clash. A youth identified as Vikram died in the clash, resulting in heightened tensions in the locality. Vikram was from the Rajput community. The dispute initially arose between Vikram and Nishant, who is from the SC community, police said. According to the police statement, based on the complaint lodged by Vikram’s family, 10 individuals have been arrested so far. “On the basis of the statements and interviews of the arrested and from the video footage we have gotten, we will continue further investigation,” a police official told reporters. “Since there is no live video footage of the incident, we cannot clearly identify who was involved,” the police said Vikram was intoxicated and forcefully tried to apply colour on woman, Dalit community claims Members of the Dalit community allege that the matter was not over a parking dispute, saying the real reason behind the altercation was different. They claimed that Vikram was intoxicated at the time of the incident and attempted to apply colour to a woman forcefully. When the woman pushed him in self-defence, he died as a result of the fall, ABP News reported. The police, however, have maintained that the matter was over a minor dispute, with a Baniyani village police inspector telling Siasat.com that it was just a brawl between two youths that turned fatal. Following the incident, the Scheduled Caste settlement in the village was living under severe duress, with many families reluctant to leave the safety of their houses. Nearly two dozen families left the village, and the situation had a direct impact on students as well. Around six students from the community were unable to write their Haryana Board Class 10 examinations due to the instilled fear and tension in the area. When asked if the Dalits are facing a problem since the incident, the inspector said, “Yeh sab samaj ko badane wali baat hai. Aisa kuch nahi hai (All these claims are meant to incite people. There is no such thing).” Case registered The case was registered under Sections 109 (1) (attempt to murder), 103 (1) (punishment for murder), 191 (2) (rioting), 191 (3) (rioting with arms or deadly weapons), 115 (2) (volunatarily causing hurt), 126 (2) (wrongful restraint), and 238 (causing dissapearance of evidence) of the Bharatiya Nyaya Sanhita. Community members from the settlement also said that although they have no issue with the guilty being charged, the police are “picking up” young men without giving them a chance to explain. One local told the media that her husband has been missing for over a week and she has no information on his whereabouts. She feared for his safety, saying her family continues to receive threats. Meanwhile, heavy police personnel have been deployed in the village as the situation remains tense. Govt tables bill proposing more precise definition of transgender, drops ‘self-perceived gender identity’

NEW DELHI: In a major departure from the existing law, The Transgender Persons (Protection of Rights) Amendment Bill 2026 introduced in Lok Sabha on Friday proposed to omit the clause that allowed “self-perceived gender identity” to be the basis for self-determination and identification for approval for transgender certificate by the district magistrate. “The existing vague definition of the expression “transgender person” not only makes it impossible to identify the genuine oppressed persons to whom the benefits of the Act are intended to reach,” the statement of objects and reasons of the bill introduced by social justice and empowerment minister Virendra Kumar explained. It underlines that a transgender person “shall not include, nor shall ever have been so included, persons with different sexual orientations and self-perceived sexual identities”. “The protection and benefits that are provided under the Act are vast in nature, and therefore, care has to be taken that such identification cannot be extended on the basis of any acquirable characteristics or personal choice or claimed self-perceived identity of an individual,” it added. The govt has justified the proposed changes. “The purpose of the Act was to protect a specified class of persons socially and culturally known as transgender people who face societal discrimination of an extreme and oppressive nature,” says the statement of objects of the bill. “The purpose was and is not to protect each and every class of persons with various gender identities, self perceived sex, gender identities or gender fluidities,” it added. The bill also proposes to create specific offences with graded punishments that reflect the gravity of the harm, the irreversibility of the injury, and the particular vulnerability of child victims. A medical board headed by chief medical officer has been introduced in the bill, and if passed in the current form, the district magistrate will, going forward, issue a certificate of transgender identity, after examining the recommendation of the medical board cited as “authority” to be constituted by the central or state govts. As of now a person applies for the transgender certificate on the portal of the ministry and the application where the transgender person gives an affidavit of their self perceived identity is then taken up by the district magistrate for verification of documents and approval for certification. Since the 2019 law was enacted and implemented in 2020 after the rules came in September, just about 32448 certificates have been issued as per the latest data on the National Portal For Transgender Persons. The bill defines a trans person as the one “having such socio-cultural identities as ‘kinner’, ‘hijra’, ‘aravani’ and ‘jogta’, or eunuch, or a person with intersex variations or a person who, at birth, has a congenital variation in one or more sex characteristics as compared to male or female development:- primary sexual characteristics; external genitalia, chromosomal patterns, gonadal development endogenous hormone production or response.” “Also, any person or child who has been, by force, allurement, inducement, deceit or undue influence, either with or without consent, compelled to assume, adopt, or outwardly present a transgender identity, by mutilation, emasculation, castration, amputation, or any surgical, chemical, or hormonal procedure or otherwise will be included in the definition. The bill said that the current law also prohibits discrimination and abuse against transgender persons but its penal provision addresses only general wrongs and criminal offences and prescribes a maximum of two years’ imprisonment. The proposed amendments make room for stricter penalties and punishments. For instance imprisonment ranging from six months to two years have been prescribed for crimes ranging from compelling a transgender person to indulge in the act of forced or bonded labour, denial of the right of passage to a public place to forcing a trans person to leave home or village. Similar punishment is prescribed for cases involving cases of physical, sexual, verbal, emotional and economic abuse of a trans person. If a trans person is kidnaped and suffers mutilation, castration or any surgical, chemical, or hormonal procedure; or permanent or severe injury with the intent of compelling to compel the person to adopt or outwardly present a transgender identity against their will, the offence shall be punishable with 10 years to life imprisonment. In addition a fine not less than Rs 2 lakh will be levied. For the same crime involving a child the punishment will be life imprisonment and a fine of Rs 5 lakh. If someone by force or threat compels any person, whether or not such person is a transgender person, to dress, present, or conduct themselves outwardly as a transgender person against the will of such person and engage them in begging or forced labour, the punishment will be between 5 to 10 years. In case of a child the punishment can range between 10 to 14 years. Transgender board: NHRC seeks report

Patna: The National Human Rights Commission (NHRC) has taken cognisance of a complaint alleging systemic discrimination by the Bihar govt against the transgender community following the state’s failure to operationalise the Bihar State Transgender Welfare Board. Acting vice chairperson of the board Rajan Singh said, “Despite the board’s formation six months ago, the body remains non-functional and leaves the community without administrative representation.” According to the NHRC case file, “The complainant alleges that the Bihar government formed the Bihar State Transgender Welfare Board on Aug 8, 2025, but since then, members have not been given office space and their post has been declared ‘without salary’, leading to discrimination.” The file further notes that as a result of these conditions, “many transgender community complaints remain unregistered” and police protection and support during district-level public hearings are also not provided. “The NHRC informed the Bihar State Human Rights Commission regarding this issue,” Singh said. “Additionally, the Bihar govt and the principal secretary of the social welfare department were asked to give a report to the NHRC on the matter within six weeks,” he added. The transgender community in Bihar, which has an estimated population of over two lakh, remains largely unregistered. Singh accused the govt of forming the board prior to elections to secure the support of the vote bank. “The state govt is discriminating against us,” Singh said. “The social welfare department declared our positions unpaid. If we aren’t provided with a salary or an office, how are we expected to work? This is unconstitutional,” he added. Trans bill drops ‘self-perceived identity’ clause

NEW DELHI: The Transgender Persons (Protection of Rights) Amendment Bill has proposed to omit the clause that allowed “self-perceived gender identity” to be the basis for determination and for obtaining a transgender certificate, reports Ambika Pandit. “The existing vague definition of the expression ‘transgender person’ makes it impossible to identify the genuine oppressed persons to whom the benefits of the Act are intended to reach,” the bill introduced by social justice and empowerment minister Virendra Kumar in Lok Sabha on Friday explained. ‘Aim of bill is to protect a specified class of persons’ It underlines that a trans person “shall not include, nor shall ever have been so included, persons with different sexual orientations and self-perceived sexual identities”. “The protection and benefits that are provided under the Act are vast in nature, and therefore, care has to be taken that such identification cannot be extended on the basis of any acquirable characteristics or personal choice or claimed self-perceived identity of an individual,” it added. “The purpose of the Act was to protect a specified class of persons socially and culturally known as transgender people who face societal discrimination of an extreme and oppressive nature,” says the statement of objects of the bill. “The purpose was and is not to protect each and every class of persons with various gender identities, selfperceived sex, gender identities or gender fluidities,” it added. Senior ranks of RSS lack representation of all sections: Rahul

Lucknow: Congress Rae Bareli MP Rahul Gandhi on Friday sharpened his criticism of the RSS and the BJP, while framing the political battle around social justice and the Constitution, and said senior ranks of the Sangh lack representation from OBCs, Dalits and Adivasis. “A review of the organisation’s top structure and senior functionaries would show the absence of these communities and argued that this reflected a wider imbalance in the country’s power structure. The contest in Indian politics is now clearly between those seeking broader inclusion and those preserving concentration of power,” he said. He was addressing party workers at the Samvidhan Sammelan in Lucknow, where he remembered the contribution of Dalit leader Kanshi Ram on his birth anniversary.Rahul said the late leader’s struggle, vision and impact on Indian politics continued to hold relevance. “Kanshi Ram’s politics was rooted in the idea that progress should benefit not just a small section of society but the overwhelming majority, including the most marginalised. India’s major institutions still do not reflect the country’s social composition,” he said. He referred to the judiciary, bureaucracy, cabinet, education system and corporate sector, claiming that large sections of the population, especially Dalits, Adivasis, backward classes, extremely backward groups and minorities, remain underrepresented in positions of power and decision-making. Rahul presented the Congress as an ideological party that drew strength from the legacies of Mahatma Gandhi, BR Ambedkar and Jyotiba Phule. He said, “Such a party cannot be defeated if it stays committed to its path and values.” The Rae Bareli MP told party workers that slogans alone could not bring change and urged workers to focus on ideological commitment and sustained political struggle. Referring to Ambedkar and Kanshi Ram, he said both the leaders remained committed to their principles and did not compromise on their core beliefs. Gandhi also described the Constitution as more than a legal text drafted after Independence. “It embodied the voices and values of reformers and thinkers such as Ambedkar, Mahatma Gandhi, Narayana Guru, Basavanna and Gautam Buddha. The document reflects their values and not those of ideologues like VD Savarkar or Nathuram Godse,” he said. “The Congress party had decided to push for caste enumeration and for greater inclusion of Dalits, Adivasis, backward classes, extremely backward classes and minorities in India’s power structure. The issue would remain central to the Congress campaign,” he said. Gandhi also launched broader political attacks on Prime Minister Narendra Modi, alleging that the PM had compromised on several national issues, including energy security, economic policy and the concentration of financial influence. The event concluded with a proposal from participants seeking Bharat Ratna for Kanshi Ram posthumously. The proposal received support in the gathering, with workers saying the late Dalit leader deserved the honour when Rahul Gandhi becomes Prime Minister of India. US deal harming India’s energy & economic interests, claims Rahul

Lucknow: Congress MP and leader of the opposition in Lok Sabha, Rahul Gandhi, on Friday accused Prime Minister Narendra Modi of “compromising India’s economic, digital and energy security in trade deal with the United States”. Gandhi also raised concerns over India’s energy policy, alleging that the govt had ceded decision-making authority to Washington. “India had agreed to follow US instructions on whether to buy oil and gas from countries like Russia, Iran or Iraq. The recent closure of the Strait of Hormuz threatened India’s energy stability, because of these policy changes,” he added. The LoP made the remarks while addressing Congress workers at the Samvidhan Sammelan in Lucknow, where he continued his criticism of what he called “unfair terms” in India-US trade and data arrangements. Gandhi alleged that India had surrendered strategic leverage by allowing the US access to Indian data. “The PM handed over all the data of the people of India to the American govt and companies, permitting them to store it anywhere and granting a 20-year tax holiday. This change left India unable to monitor or regulate how the data of its citizens is used,” claimed Gandhi. “The govt has agreed to purchase goods worth Rs 9 lakh crore annually from the US, a move that will severely harm Indian businesses,” Gandhi said. Listing agricultural products such as cotton, soybeans, pulses, fruits and nuts, he said imports from large, mechanized American farms would undercut small Indian farmers operating on two to five acres of land. According to Gandhi, India received nothing in return from these decisions, asserting that taxes had increased and domestic producers were left vulnerable. He alleged that the prime minister was “compromised and has surrendered”, referencing financial and international controversies by name while claiming they weakened India’s negotiating position.
