MP: Tehsildar accused of assaulting Dalit persons in Tikamgarh, victims complain to SP

The victims also allege that the police tried to intimidate them by saying that the Tehsildar is a high official and no action can be taken against him.

Bhopal. Serious allegations have been leveled against the Tehsildar in Valdevgarh Tehsil of Tikamgarh district of Madhya Pradesh. Tehsildar Arvind Yadav is accused of insulting two persons of Dalit community in the court room by using casteist words, beating them and threatening them with the help of the police. The victims, agitated by this incident, have given a written complaint to the Superintendent of Police and demanded legal action against the Tehsildar.
What is the whole matter?
Ramesh Vanskar and Rajju alias Rajaram Vanskar, residents of village Luharra in Tikamgarh district, who belong to the Dalit community, do agriculture work to raise their family. They have only two acres of agricultural land, which is being disputed by some influential people of the Thakur community of the village. This dispute is pending in the court and its hearing is going on in the court of Tehsildar Valdevgarh.
According to the victims, on March 6, 2025, the hearing of this land dispute was going on in the court of Tehsildar Arvind Yadav. During the hearing, around 6 pm, when the witness of the opposite party was testifying, Ramesh Vanskar objected to it. On this, Tehsildar Arvind Yadav got furious and started insulting Ramesh Vanskar by using casteist abuses. After this, the Tehsildar got up from his chair and went straight to Ramesh Vanskar and slapped him.
When Rajju Vanskar tried to save Ramesh and appealed to the Tehsildar to maintain peace, the Tehsildar pushed him too. During this time, other people present in the court room were also watching this scene, but due to the anger of the Tehsildar, no one could muster the courage to intervene.
Serious allegations against the police too
According to the victims, seeing the situation deteriorating, the Tehsildar called the police in the court premises itself. The police reached the spot and took Ramesh Vanskar and Rajju Vanskar into custody and took them to Baldevgarh police station. The victims allege that they were made to sit in the police station till 7 pm and when they demanded to register their complaint, the police advised them to keep quiet and not to file any complaint.
The victims also allege that the police tried to intimidate them by saying that the Tehsildar is a high official and no action can be taken against him. The police also said that if they protested too much, the decision in their ongoing land dispute case may come against them.
Demand for investigation from CCTV footage
Ramesh Vanskar and Rajju Vanskar, in their complaint, have demanded an investigation of the CCTV footage installed in the Tehsil office to investigate the entire incident. They say that the footage will make it clear that the Tehsildar openly abused and assaulted them in the court.
The victims have demanded that a case be registered against the Tehsildar responsible for this incident under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 (SC/ST Act) and legal action be taken against him.
Ramesh Vanskar, while talking to The Mooknayak, said, “We went to the court for the hearing of a legal case, but there the Tehsildar himself did injustice to us. He not only insulted us with casteist words but also physically harassed us by slapping us. When we protested, the police were called and we were threatened. What kind of justice is this?” Ramesh says that such behavior was not expected from a person holding a high position like the Tehsildar.
Ramesh further said that the police also worked to create pressure instead of providing justice. He said, “We were made to sit in the police station for hours and when we tried to register a report, we were told that the Tehsildar is a big man, nothing can be done against him.” Ramesh says that if proper action is not taken in this case, then he will appeal to the higher officials and if needed, with the help of Dalit organizations, he will also organize a big movement.
What do the legal provisions say?
The Tehsildar has been accused of insulting and assaulting a person from the Scheduled Caste community by using casteist words. In such cases, there is a provision for strict punishment under the SC/ST (Prevention of Atrocities) Act, 1989.
Demand of the victims
The victims have requested the Superintendent of Police to register a case against Tehsildar Arvind Yadav under the relevant sections of the SC/ST Act and the Indian Justice Code (BNS) and take strict legal action against him.
After the incident came to light, there has been outrage among Dalit organizations. Various organizations have strongly condemned this incident and demanded strict action against the culprits. Mukesh Bansal, State President of Vanskar Samaj, while talking to The Mooknayak, said that this is an unfortunate and condemnable incident, which reflects the discrimination and injustice prevalent in the society. He demanded from the administration that the accused Tehsildar should be arrested as soon as possible and given strict punishment.
There has been no official response from the administration on this matter so far. We tried to contact Tehsildar Arvind Yadav, but could not talk to him.
