Hospital Under Fire: CMHO Cracks Down on Udaipur’s GBH After Life-Threatening Delays
The investigation revealed that after generating a query on the portal under the Chief Minister Ayushman Arogya Scheme, the hospital delayed in submitting the response.
Udaipur- Chief Medical and Health Officer (CMHO) Udaipur, Dr. Ashok Aditya Yadav, has imposed restrictions following a complaint filed against G.B.H. Memorial Cancer Hospital Bedwas in Udaipur.
The complaint was filed by Naresh Janwa against GBH Hospital. Naresh Janwa told The Mooknayak that on February 3, a complaint was lodged with the CMHO Udaipur against GBH Hospital regarding negligence in the treatment of patient Shankarlal Dewda and delay in referral, which was subsequently investigated by a committee.
The investigation committee from the CMHO office included Additional CMHO Dr. Ragini Agarwal and Dr. Sharad, the district coordinator of the Maa Voucher Scheme. The investigation revealed that after generating a query on the portal under the Chief Minister Ayushman Arogya Scheme, the hospital delayed in submitting the response.
The hospital management has been directed to improve their procedures for admitting and discharging patients under the Chief Minister Ayushman Arogya Scheme to prevent inconvenience to patients in the future. Additionally, the staff working under the Chief Minister Ayushman Arogya Scheme have been instructed to improve their conduct and work methodology. In the future, any complaints against the hospital will be dealt with according to regulations.
The CMHO has also informed the Joint Chief Executive Officer and Additional Chief Executive Officer RSHAA ( Rajasthan State Health Assurance Agency), and the Udaipur DM about the action. The aggrieved party had also complained about the hospital refusing to operate on the patient in a timely manner, but the CMHO office did not present any facts regarding this, nor was there any mention of it in the investigation. The infection in the patient’s body was continuously increasing due to the rupture of the gallbladder.
Meanwhile, the complainant states that he had informed the CMHO office in Udaipur on February 3 itself, but the investigation was conducted by the office a month later, and only after numerous requests. The office did not clarify the reasons for this delay. Moreover, the investigation itself seems to have been conducted perfunctorily and remains incomplete.
Dewda’s son-in-law, Naresh Janwa, has also filed a complaint at Pratapnagar Police Station. The police are investigating the matter and have sent a notice to the hospital administration. However, the hospital administration has been lax in this regard as well and has not yet responded. ASI Parvat Singh Sisodia is the investigating officer.

Details of the Case
The complainant, Naresh Janwa stated that his father-in-law, Shankar Lal Dewda from Kheroda, was admitted to GBH Hospital Bedwas on January 24 under the Bhamashah Scheme. For three days, gastroenterologist Dr. Ankur Jain conducted all necessary examinations and indicated the need for a gastro surgeon. He personally spoke with Dr. Shivraj to initiate the procedure. For approval under the Bhamashah Scheme, all formalities were completed with the patient and his family on January 26 at 9:30 PM and uploaded to the site.
Dr. Shivraj also completed his formalities for the operation. On January 27, Dr. Shivraj suddenly stated that he could not take the risk of performing the operation and was going out of town for two to four days due to work commitments. For this reason, he said he was referring the patient elsewhere.
Upon hearing this, the family became distressed. The family agreed to wait for four days, but the doctor refused to listen. After announcing the referral at noon, the file was uploaded for referral approval under the Bhamashah Scheme at 3:30 PM on January 27. A query came from Jaipur at 4:18 PM, which requires a response within half an hour, but they only provided a response at 7 PM after numerous requests.
The file merely stated “discharge” when it should have stated “referral.” Files marked as referrals get approved quickly, whereas discharge files take longer to approve. The Pratapnagar Police Station also made 2-4 calls to the hospital management urging them to refer Dewda as soon as possible. When Anil Bhatt from the hospital management was called from the police station, he said he would speak with MOD Yuvraj Singh and have the patient referred by 11:30 PM, but by 8 AM on January 28, the patient had still not been referred.
Janwa alleged that the hospital management deliberately played with the patient’s life. Due to this gross negligence by GBH Hospital, the patient’s life could have been at risk. He has demanded appropriate action against the hospital management, director Anil Bhatt, manager Yuvraj Singh, and gastro surgeon Dr. Shivraj.
