Dalit Woman Alleges Custodial Assault, Caste Abuse in MP’s Sidhi On Ambedkar Jayanti

Dalit woman in Sidhi accuses constable and others of assault and caste slurs during Ambedkar rally. A serious allegation of custodial assault and caste-based abuse has emerged from Sidhi, where a Dalit woman has accused a police constable and three others of brutally attacking her during an Ambedkar Jayanti event. The incident, reported on April 14, has triggered public outrage and renewed concerns about police conduct and caste sensitivity in the region. What the complainant alleges The victim, identified as Pankali Saket, said she had gone to the Amaliya police station area to take part in an Ambedkar Jayanti rally when she was allegedly surrounded and attacked. According to her complaint, a police reservist and three men in civilian clothes assaulted her with sticks, causing injuries to her head, back, hands, and legs. She also alleged that casteist slurs were used during the attack. If proven, the allegations would fall under provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. Medical and procedural concerns The woman further alleged that she did not receive proper treatment at a local hospital and had to purchase medicines herself despite visible injuries. She reported symptoms including dizziness and vomiting following the assault. A written complaint has been submitted to the Superintendent of Police in Sidhi, along with photographs of her injuries. Names of accused and investigation status One of the accused has been named as Saurabh Shukla, while the identity of another person remains unknown. The woman has also alleged involvement of a police personnel, identified as Abhishek. As of now, police authorities have not issued an official response or confirmed the registration of an FIR, which has added to public concern. Political and social reactions The case has gone viral on social media, drawing criticism from activists and political leaders. Sunil Asteya of the Azad Samaj Party questioned the state government, pointing out the contradiction between welfare schemes for women and alleged violence against Dalit women. Uproar in Sidhi, MP, on Ambedkar Jayanti! Allegations of Assault and Casteist Abuse Against Dalit Woman; Serious Questions Raised Over Police Conduct—What is the Case?

In the Amaliya police station area, Pankali Saket has leveled serious allegations against a police constable and others; demands for action under the SC/ST Act intensify, while questions are raised regarding the administration’s silence. Bhopal: On April 14, 2026—the occasion of Ambedkar Jayanti—a grave and disturbing incident came to light in the Sidhi district of Madhya Pradesh, raising serious questions regarding the functioning and sensitivity of the police administration. Pankali Saket, a Dalit woman and resident of the Amaliya police station area, has alleged that when she arrived outside the police station around 2:30 PM in connection with the programs and rallies organized for Ambedkar Jayanti, a police constable named Abhishek—along with three other individuals who were allegedly in plain clothes—surrounded her and began beating her mercilessly with sticks and batons. According to the victim, the attack was sudden and unprovoked, leaving her seriously injured. The woman states that she sustained deep injuries to her head, hands, legs, and back—marks of which remain clearly visible. This incident has not only sparked outrage at the local level but has also raised the question of whether the police are failing to ensure the safety of ordinary citizens, particularly women belonging to the Dalit community. Allegations of Casteist Abuse as Well In her complaint, Pankali Saket has further alleged that during the assault, she was subjected to casteist slurs—conduct that is not only socially humiliating but also constitutes a serious legal offense. If these allegations are found to be true, the case could be registered directly under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. Inadequate Treatment Received Even at the Hospital Following the incident, the victim went to the hospital to seek medical attention; however, she has alleged that she was unable to receive proper medical care even there. Plagued by pain and injuries, the woman was compelled to purchase medication from a medical store before returning home. She stated that since the incident, she has been suffering from persistent headaches, dizziness, and vomiting—symptoms that have rendered her condition even more alarming. This alleged negligence on the part of healthcare services has also raised serious questions regarding the administrative machinery. If a critically injured woman cannot even receive basic first aid at a hospital, it exposes the utter insensitivity of the entire system. **Complaint Filed with the Superintendent of Police** Pankali Saket has submitted a written complaint regarding this entire matter to the Superintendent of Police. In her complaint letter, she not only recounted her personal ordeal but also alleged that the incident was orchestrated with the specific intent of disrupting the Ambedkar Jayanti rally. The victim further claimed that she was not the only one subjected to physical assault that day; other individuals were also beaten and are now wandering in search of medical treatment. The complaint names another individual, Saurabh Shukla, as an accused, while the identity of a second accused remains unknown. The woman has attached photographs of her injuries to her application to underscore the gravity of the case. **The Issue Heats Up on Social Media** Since surfacing on social media, this incident has rapidly become a subject of intense public debate. Sunil Asteya, a leader of the Azad Samaj Party, has raised scathing questions directed at the state government and the police administration regarding this event. Tagging Madhya Pradesh Chief Minister Dr. Mohan Yadav, he questioned whether this is the manner in which the dignity of women is being safeguarded through schemes such as “Ladli Behna.” Those championing this cause claim to have conversed with the victim via video call, during which she provided a detailed account of the entire incident and appealed for justice. They have also issued a warning: if prompt action is not taken, they will travel to Sidhi to stage a protest and demand strict punitive action against the perpetrators. Speaking to *The Mooknayak*, Azad Samaj Party leader Sunil Asteya described the incident in Sidhi as both extremely grave and deeply shameful. He alleged that if the police themselves resort to physically assaulting citizens and hurling casteist slurs, how can the common people ever hope to receive justice? He stated that the injustice inflicted upon the Dalit woman is not merely a wrong committed against an individual, but an assault on the dignity of the entire society. He demanded that strict action be taken immediately against the accused police personnel under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, and that justice be delivered to the victim. Sunil Asteya also issued a warning that if prompt action is not taken, the party will personally visit Sidhi to stage a protest and raise this issue on a larger platform. **Questions Raised Over Administration’s Silence; Demand for Impartial Inquiry** So far, no official statement regarding this entire incident has been issued by the police administration—a silence that, in itself, raises numerous questions. In a matter of such sensitivity, the administration’s silence is further fueling public mistrust. Local residents and social organizations have demanded an impartial and time-bound inquiry into this incident. They argue that if strict action is not taken against the accused police personnel, it will erode public confidence in the rule of law. **Incident on a Day Symbolizing Social Justice Sparks Concern** Ambedkar Jayanti is regarded in India as a day symbolizing equality, justice, and respect for constitutional rights. The occurrence of such an incident on such a significant day is not only unfortunate but also serves to expose the deep-seated inequalities and challenges that persist within society. According to officials, the incident took place in the Amiliya area on April 14 when members of the Bhim Army were taking out a rally to mark the birth anniversary of B. R. Ambedkar. The situation turned tense when rally participants asked two men sitting in a parked vehicle to move it. An argument broke out, which quickly escalated into violence. Eyewitnesses said the two men were dragged out of the vehicle and beaten. “One of them collapsed unconscious, but people kept hitting him,” a local resident said, adding that another victim tried to escape but was chased and assaulted inside a nearby house. Clash Turns Into Caste Violence As the rally moved forward, tensions deepened and the incident reportedly took on a caste angle, turning into a clash between Dalit and upper-caste groups. Officials confirmed that CCTV cameras were damaged, vehicles were destroyed, and officers were assaulted. Station in-charge Rakesh Bais was reportedly chased and beaten during the chaos. Additional Superintendent of Police Arvind Shrivastava said, “The attack was sudden. While some sustained minor injuries, others required medical attention. District Collector Vikas Mishra said, “We immediately sent teams to the spot. Authorities say the situation is currently under control but remain cautious. Officials have assured strict action against those responsible. “Law and order will not be compromised. Custodial death row: Dalit man dies in police custody after alleged poisoning in Madhya Pradesh

Chhatarpur, Madhya Pradesh: A 22-year-old Dalit man, Ram Vishal Ahirwar, died under mysterious circumstances inside Chandla police station this week, sparking serious concerns over custodial safety, police accountability, and possible negligence. Ram Vishal, a resident of Naharpur village, had gone to the police station along with his wife Leela to resolve a long-standing domestic dispute. The couple, married for two years and parents to a three-month-old baby, had been living separately due to frequent fights. According to police, both families were called for a reconciliation meeting. During the discussions, Ram Vishal’s condition suddenly deteriorated. He started vomiting, and officers later recovered a suspicious substance, believed to be poison, from his pocket. The exact time and manner in which he consumed the poison remain unclear. He was immediately rushed to a local hospital and then referred to the district hospital, where he was declared dead on arrival. His wife Leela gave a heart-wrenching account of his final moments. “He was writhing in pain and repeatedly begged for water, but no one gave him even a drop,” she said. “He died in my lap on the way to the hospital. After that, I blacked out.” The family has strongly alleged custodial violence. Ram Vishal’s mother, Mulia Ahirwar, claimed that police brutally beat her son inside the station. “We could hear his screams from outside. When I tried to reach him, they pushed me away,” she alleged. The family believes the police are trying to cover up a custodial assault by calling it a suicide or self-poisoning. Police officials have defended their actions, stating that giving water to a person suspected of consuming poison can be medically dangerous. However, this explanation has only intensified public outrage and questions about whether basic first-aid protocols were followed. In response to the incident, Superintendent of Police Agam Jain promptly suspended the Chandla station in-charge, Sandeep Dixit, and ordered a judicial inquiry. Additional SP Aditya Patle also visited the district hospital to review the situation. Ram Vishal reportedly had a history of alcohol abuse and had previously assaulted his wife, which led Leela to return to her parental home. The domestic issue had brought the couple to the police station for mediation. The tragic death has left behind a grieving young widow, a three-month-old infant without a father, and mounting scrutiny on the police force regarding human rights and accountability in custody. The judicial inquiry is expected to establish the exact sequence of events and fix responsibility. Dhar: A case involving the concealment of identity to establish a relationship with—and subsequently rape—a Dalit woman has come to light in Dhamnod, located in the Dhar district. The accused’s true identity was exposed through his Aadhaar card. After the truth was revealed, the accused pressured the woman to convert her religion and threatened to kill her if she refused to comply. A case of ‘Love Jihad’ has surfaced in Dhar, a tribal-dominated district in Madhya Pradesh. The accused had befriended a young woman from the Dalit community at a mobile phone shop. Subsequently, posing under a Hindu name, he gave the woman false assurances of marriage, took her to a hotel, and raped her. However, while at the hotel, the woman spotted a photocopy of the accused’s Aadhaar card in his pocket, which listed his name as Abdul Hadi Pathan and his father’s name as Hussain Pathan. When his true identity was exposed, the accused threatened the woman and pressured her to undergo religious conversion. Meanwhile, the victim, accompanied by her family, reached the police station, where the police have registered a case against the accused under various sections of the law and have initiated an investigation. A police team was also dispatched to Khargone in search of the accused, but he has not yet been arrested. **The Story Began at a Mobile Shop** At the Dhamnod police station, the victim informed the police that approximately two years ago, she had met a young man named Aditya Thakur at a mobile shop located near the Maheshwar bus stand. The accused concealed his true identity and befriended the woman. During their conversations, the woman had disclosed to the accused that she belonged to the Balai community. Despite this, the accused continued to hide his identity and maintained the pretense of being in love with her. **How Was the Case Exposed?** According to the complaint, on December 10, 2025, the accused took the woman to the Deepak Hotel & Lodge, located at Maheshwar Phata in Dhamnod, where he raped her against her will. When she resisted, the accused claimed that both of them were Hindus and would soon get married. Subsequently, using the false promise of marriage as a pretext, he continued to sexually exploit the woman repeatedly. Subsequently, the accused intimidated and coerced her into accompanying him to the Mahakali Hotel and Lodge, where he raped her once again. During this incident, the young woman discovered a photocopy of an Aadhaar card in his pocket, which exposed his true identity. ‘Convert to Islam, and I will marry you’ When the young woman confronted him regarding his deception, the accused retorted threateningly, “So what if I am a Muslim? You simply change your religion and become a Muslim; I will then marry you.” When she resisted, the accused further threatened to kill her. Case Registered Against the Accused Acting on the victim’s complaint, the Dhamnod police have registered a case against the accused, Abdul Hadi Pathan, under sections pertaining to fraud, forcible rape, criminal intimidation (threats to life), the SC/ST Act, and the Freedom of Religion Act. Her statement has been officially recorded in the presence of a female police officer. Transgenders In Madhya Pradesh Seek Separate Public Toilets, Horizontal Reservation

The Madhya Pradesh Social Justice Department is drafting a transgender policy expected by year-end, focusing on documentation, infrastructure and welfare issues. Community members have demanded separate public toilets and horizontal reservation, citing barriers in identity documents and employment. Officials said consultations are underway with stakeholders, including the Transgender Board. Bhopal (Madhya Pradesh): The social justice department is drafting a comprehensive transgender policy, expected by the year-end, to address the systemic challenges faced by the community in Madhya Pradesh. Based on direct feedback from community members, the policy aims to streamline access to essential documents and improve public infrastructure to ensure a more dignified life for transgenders. Atal Bihari Institute of Policy Analysis is likely to be roped in by the department to prepare the policy. A senior officer of the social justice department told Free Press that a convention was held recently where members of the community expressed the need for separate public toilets, as they feel uncomfortable using existing facilities in public places such as markets. As they are often disowned by families, many do not have birth certificates. This leads to a multitude of problems. Moreover, they face significant hurdles in obtaining Aadhaar cards, particularly after undergoing sex reassignment surgery. Regarding reservation, the government currently includes them in the Other Backward Class (OBC) category. However, community members point out that many among them also belong to Scheduled Castes and Scheduled Tribes. In such a situation, they argue that OBC reservation is not justified and are demanding horizontal reservation instead of vertical. Social stigma also creates obstacles in securing accommodation and employment. The department has recorded 1025 transgenders in the state. Consultations on policy begin Principal Secretary, social justice department, Sonali Ponkshe Vayangankar told Free Press that the Madhya Pradesh government has constituted a Transgender Board, which held its meeting on March 30. Minister Narayan Singh Kushwah chaired the meeting, where various important issues were discussed. The Minister directed all departments to ensure speedy disposal of issues related to the community. A transgender policy will be drafted by consulting stakeholders by the year-end.
